Concern are looking for talented people with a relevant technical skillset who are committed to long-term service in the humanitarian / development sector who can demonstrate an outstanding ability to adapt to difficult circumstances, remain positive, motivated and productive.
In this placement the EU Aid Aid Volunteer will support the Concern Haiti team in further refining it's Urban Disaster Risk Reduction (DRR) strategy and activities, particularly within the next five-year Irish Aid-funded programme (IAPF) in Port-au-Prince (PaP). This will include supporting additional analysis of the Risks facing target communities through participatory methods, data collection and analysis and review of 'best practice' in DRR in urban contexts. Together with the Haiti programme team, the Urban Resilience EU Aid Volunteer will work closely with local authorities in Port au Prince and other relevant stakeholders.

Description
Concern Worldwide has been working in Haiti since 1994 supporting the poorest and most marginalized to build resilient livelihoods, improving health and education to lead productive lives. Haiti is prone to many natural disasters including earthquakes, hurricanes, flooding and droughts. Concern has responded to major emergencies such as the 2010 earthquake and Hurricane Sandy 2012 and annual cholera outbreaks. Concern focuses in three operational areas in Haiti namely, Port au Prince, La Gonave and Saut D’eau. Concern has been implementing programs on: livelihoods; WASH, protection, Gender Based Violence and education.
The Urban Resilience EU Aid Volunteer will be placed in the urban program in Port au Prince. Since the devastating earthquake in 2010, Concern has been delivering innovative strategies in supporting resettlement programs complemented by livelihood strategies and building the capacity of community structures to promote greater social cohesion.
Overall the security context in Haiti is stable creating an enabling environment for effective programme implementation. However, the historical political history continues to dominate during election periods often resulting in regular protests and demonstrations.
Tasks
Overview whilst at headquarters
Develop a good understanding of Concern’s approach to Disaster Risk Reduction and resilience strategy
Develop a good understanding of Concern’s conceptual approach to Programme Cycle Management (PCM) and Results Based Management (RBM), and how it aligns to core strategies (e.g. How Concern Understands Extreme Poverty).
Develop a strong understanding of Concern’s Programme Quality Guide and core and standard indicators.
Develop an awareness of existing M&E tools across Concern’s programmes including Livelihoods, Wash and Education sectors and support in development of new tools for resilience and urban programming.
Develop an understanding of what Concern and other INGOs are doing in other Urban settings for application to Haiti – for Concern; this is principally Nairobi, Freetown and Dhaka.
Develop competency in using Concern’s Digital Data Gathering (DDG) system
Develop a good understanding of Concern’s approach to equity and gender, and how to integrate them into programmes.
To become familiar with the Haiti programme through interaction with Desk Officer and appropriate technical advisors
Design an EU Aid Volunteer communication project plan for implementation throughout the course of the apprenticeship and deployment period.
Whilst in Concern Haiti - Risks analysis and urban preparedness
Support additional assessments of the prevailing shocks and stresses that our target PaP communities face as well as the capacity they have and need to reduce their vulnerability to them.
Based on the contextual analysis and community-level consultations, assist in the development of a sustainable urban surveillance systems for the poorest residents within poorest areas of Cite Soleil, taking into account differences within and between the targeted slums areas and linking to existing Government systems.
Whilst in Concern Haiti - Technical support to activities to promote mitigation and reduce vulnerability
Review current DRR and mitigation activities planned for the Irish Aid Programme Funding (IAPF II) project and ensure they are in line with and adequate to achieve the project outcome, in light of additional data and analysis conducted (with strong emphasis on livelihoods and waste management and the effects of climate change).
Provide technical support to identify and implement practical solutions to the prevailing risks including mitigation and adaptation activities.
Assist the team in ensuring that sustainable development, gender and the effects of climate change are considered in the proposed activities.
Whilst in Concern Haiti - Support M&E of project and markets
Assist in the design and implementation of the IAPF baseline assessment with a particular focus on market system and livelihoods of vulnerable households.
Document successful actions to increased resilience to likely future disasters.
Establish and reinforce existing relationship with relevant line ministries and relevant actors working in market systems.
Whilst in Concern Haiti - Assist in establishing DDR governance system
Link with line Ministries and main stakeholder in reviewing existing successful DRR governance systems in Haiti
Work with project team to establish disaster management committees in targeted poorest urban areas and establish links with higher system
Required competences
EU Aid Volunteers will be expected to progress against the EU Aid Volunteer Competency

Essential:
Masters level graduate in Urban Planning, International Development, Disaster Risk Reduction, Development, or other related subject.
Proven experience of working in project management cycle, particularly in implementing DRR project/development/ Emergency Response projects at community level
Proven experience in vulnerability assessment and community risks mapping
A minimum of 1 year experience of working in a developing country or humanitarian context
Experience in facilitating workshops, trainings, Focus Group Discussions, structured, semi-structured and open ended interview process
Strong data analysis skills
Proven ability in research and documentation; great attention to detail
Excellent spoken and written English
Spoken and written French to a minimum B2 level on the Common European Framework of References for Languages
Desirable:
Good understanding of Disaster Risk Reduction (DRR) programming in urban settings
Proven experience of designing and implementing an innovative communications project
University degree in environmental studies, urban planning, livelihoods and market development is an advantage
Facilitation and interpersonal skills
Ability to act as part of a multi-cultural and multi-disciplinary team

Learning Opportunities:
An exciting and structured learning and development plan will be developed for each EU Aid Volunteer. This will include; self-assessment, structured learning and development plan reviews, on line learning, peer to peer support, a week EU run workshop, networking and learning opportunities across consortium. EU Aid Volunteers will also have an assigned Mentor for the entirety of their volunteer placement with Concern. This is combined with line management in country from an experienced humanitarian professional.

Accommodation:
Accommodation in Dublin whilst on apprenticeship and when deployed in Haiti will be provided by Concern.
At the end of volunteer placement an allowance of €1200 will be provided as a resettlement allowance.
Travel
A return flight will be provided to Haiti from the EU Aid Volunteers home country. In addition a return flight will be provided for use, at the earliest, 9 months into the volunteer placement.
The cost of pre-departure preparations; insurance, medical clearance and vaccinations will be provided.

EU Aid Volunteers training centre:
Please note that the final stage of the recruitment process for this position will be a mandatory ten day training. This training will take place in either October or November 2016, in Pisa, Italy. Candidates who are shortlisted will need to be available to attend the mandatory training. In preparation for this the shortlisted candidates will be required to undertake 30 hours of e learning prior to attending the face-to-face training. Costs for travel and accommodation for attending the training in Italy for those shortlisted to this stage in the recruitment process will be provided. The final selection will then take place after successful completion of the online and face-to-face training.
Candidates are required to be able to start the apprenticeship for this position in November 2016.
