AGRICULTURE SECTOR ASSESSMENT IN HAITI

SI’s clients include US government agencies such as USAID, the Millennium Challenge Corporation, the US Department of State, bilateral donors, multilateral development banks, foundations, and non-profits.
Project Objectives:
In May 2017, USAID awarded SI the Haiti Evaluation Survey Services (ESS) contract to conduct baseline, mid-term and final evaluations for a wide range of projects currently being implemented throughout the country, with more emphasis around USAID’s development corridors of Port-au-Prince, Saint Marc, and Cap-Haitian. The contract also includes sector assessments to inform the Mission in designing its new Strategic Framework (2018-2020).
USAID has requested that ESS conduct a comprehensive nationwide agriculture sector assessment. The assessment’s purpose is to inform the design of USAID/Haiti’s new agricultural activities, building upon the successes of Feed the Future and other successful activities by learning from existing best practices and approaches. Results of the assessment will guide USAID’s future investments to meet the needs of key stakeholders in the agriculture sector.
Position Description:
ESS is seeking a Team Leader whose skills and training in key relevant areas are well suited to the agriculture assessment team. The Team Leader’s expertise should include a combination of the following: agriculture, program design and evaluation, business development, value chain analysis, market analysis, quantitative and qualitative data analysis. The Team Leader will be assisted by a local Assistant Team Leader and will be expected to work closely with other assessment team members, the Haiti ESS staff and SI headquarters project management team to ensure high quality and timely deliverables.
The work is expected to take place throughout the country, and will include travel to these and surrounding areas. The Period of Performance (POP) is anticipated to be approximately 12 – 16 weeks, starting the latter half of November/early December, and ending in late March/early April. The POP is inclusive of four to six consecutive weeks of data collection and analysis in Haiti.
Responsibilities:
· Manage and lead the assessment team in a respectful and transparent manner, ensuring achievement of deliverables.
· Coordinate the assessment implementation.
· Assign assessment responsibilities and tasks among team members.
· Provide training and oversight to in-country data collectors, the data collection and analysis process, and ensure data quality.
· Take ultimate responsibility for writing all reports associated with the project, including but not limited to the inception report (document review), assessment design (including tools), and draft and final reports in conformity with SI and USAID regulations and the assessment scope of work.
· Manage all deadlines and maintain all project records, including but not limited to producing notes for all qualitative data collection events for delivery to USAID, and monitoring benchmark achievement according to the approved assessment design.
· Assist Haiti ESS in maintaining good working relationships with USAID, Government of Haiti counterparts, local organizations, and other program partners.
· Collaborate with the SI headquarters and Haiti ESS staff to successful implement the assessment as laid out in the approved work plan.
Qualifications:
· Minimum of a master’s degree in agriculture economics, social sciences, biostatistics, or other relevant discipline.
· Documented track record of 10 years’ experience in leading and supporting evaluations and/or assessments.
· Possesses organizational skills necessary to successfully manage and coordinate a technical team in-person and remotely.
· Expertise in qualitative and quantitative data collection methods (interviews, focus group discussion, etc.) to collect the required data in a timely manner.
· Strong background in program design and evaluation or sector assessment, agribusiness, value chain analysis, market analysis, economic growth and/or food security.
· Ability to understand and know how to foster relationships with diverse local counterparts including government representatives, small business, civil society organizations, donors, and donor-funded implementers;
· Excellent facilitation and presentation skills with fluent spoken, written, and reading abilities in English and French.
· Sound knowledge of Haitian social, economic and political dynamics, preferred.
· Ability and willingness to travel throughout Haiti.
· USAID experience is a plus.
