29 Apr 2016Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intents to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF intervenes around the world through operations of emergency relief, rehabilitation and development. SIF provides its help in respect of the cultural diversity, without any distinction of origin, religion or gender.
Fleeing a permanent war, thousands of refugees, mainly from Syria, try to seek asylum and security in Europe and particularly by reaching Germany. Refugees continue arriving in Eastern Europe at a rate of around 3,000 persons per day, mainly by Greece. Only between 19 June and 27 august 2015, the Ministry of Internal Affairs of the Former Yugoslav Republic of Macedonia (FYROM) registered 47,994 arrivals, among which more than 39,000 refugees come from Syria. As a result, Macedonia declared a state of emergency mid-August.
Entire families, women and children, face violence, hunger and tiredness as they travel from country to country. Their journey is tremendous and dangerous. Many countries claim to not have the capacity to host the refugees decently and efficiently, pushing some of them to close their borders and thus worsening an already sensitive humanitarian situation.
In this context, we are urgently looking for a qualified Logistic Coordinator.He/she proceed to the opening of the mission and developing and implementing the logistical and security procedures.
Missions and activities:
Logistics Management
· Ensure the respect of SIF and donor’s Logistics guidelines & procedures on SIF mission in the region
· Control the respect of SIF security guidelines on SIF missions in close link with the Head of Mission
· Coordinate the logistics activities all over the missions by being in support and in close collaboration with the project staff and the support staff
· Supervise and provide a logistical support to the different SIF bases and projects
· Recruit, in collaboration with the Head of Mission, the logistics national staff
· Provide training to the logistics staff to ensure SIF guidelines are well implemented
· Directly manage logistics national staff
· Opening/shutting down at a logistical level of any SIF base in the area, and ensuring their regular follow-up and maintenance
· Compile logistics information for donors to ensure timely and correct submission of required documentation
· Ensure that the local legislation is respected and that a legal framework is established
· Maintain and develop the Logistics organization and operating framework
· Validation of other provision contracts (rental, service...) at the administrative level
· Make proposals to the Head of Mission and HQ (Emergency Desk Logistician), for the implementation and the improvement of logistic procedures of the SIF missions
· Ensure logistical support to SIF staff for movements in the region, incl. supervision of proper visa management
Procurement Management
· Identify and plan the mission’s purchases beforehand (by project) in collaboration with all relevant staff (PM, HOM, HQ Emergency Desk Log…)
· Ensure the quality of the supply chain process
· Ensure smooth transportation, delivery and reception of goods including proper required documentation
· Follow up the order/purchases until delivery
· Control the quantities ordered and received
· Ensure regular procurement follow-up for down payments and monthly budget follow up
Stocks Management
· Make sure SIF (and donors’, if required) stock management procedures are implemented and respected
· Provide regular inventory (bi-monthly, monthly quarterly, yearly) for the different items stored within the SIF missions
· Ensure proper warehousing, stock management, and control systems, including documentation and reporting
· Ensure the security and the follow up of the equipment used on the SIF mission (identification, inventory, affectation)
· Ensure the security and the follow up of the communication and IT equipment (and supplies) on the SIF mission (identification, inventory, affectation)
Vehicle Management and Maintenance
· Make sure SIF (and donors’, if required) vehicle management procedures are implemented and respected
· Supervise the general follow-up of the SIF mission vehicles (consumption checks, movement planning, etc.)
· Ensure a regular maintenance on the different vehicle of the mission, setup appropriate maintenance contract with suppliers or ensure an appropriate repair process with local technicians
· Handle transport contracts negotiation with suppliers and follow up
Security Management
· Ensure the implementation and the respect of the security processes, guidelines & tools defined on the mission (in collaboration, and under the responsibility of the head of mission), and the correct use and knowledge of all relevant security tools, procedures & processes by all the members of the mission in close links with the Head of Mission
· Ensure existence of individual up-to-date safety and security plans for each location and for the overall presence of SIF in the country with HQ (Emergency Desk)
· Monitor and evaluate safety and security situation and ensure adjustment of plans if and whenever necessary
· Attend to interagency security meetings (when the head of mission cannot attend to them)
· Monitor and evaluate compliance of programmes and locations with logistics and security
· In charge of the general security on the mission during head of mission leaves of absence (in close collaboration with HQ: Emergency Desk)
Representation
· In charge of negotiation and relationship with local and administrative authorities in his fields of responsibilities
· Act as the direct interlocutor of SIF towards providers and companies, for all issues related to logistics and security, in coordination with the Head of Mission
· Participate to logistics and security coordination and information meetings (NGO coordination, etc.)
Team Management
· Ensure strict application and respect of the internal regulation by your related staff
· Define, with each member of your staff, his action plan and delay for reaching defined goals
· Support and advise your team in the implementation of their IAP
· Ensure feedback towards your team about issues potentially raised by them
· Ensure a good communication – coordination – information level of each member of your team through regular coordination meetings (or other if needed)
· Conduct individual interviews, oral and written evaluations of your staff
· Propose relevant needed adaptation to the organizational chart of the mission and contribute to its implementation (job descriptions, etc.), in collaboration with the Head of Mission and the Program managers
· Provide on the job-training on logistics and security management if need be
Resources and Financial Management
· Outline the resource requirements for the support of programs and ensure that systems are in place for the effective management of resources in relation to finance, transport, supplies and capital assets, including maintenance of assets register and vehicle logbooks
· Ensure anti-virus software is installed on all PCs and updated (at least monthly) and that all finance and programs data is systematically backed up (at least weekly)
Profile
· Substantial experience in logistics & security coordination, including procurement, supply chain, fleet management & inventory
· Previous experience of managing and developing a team and the ability to lead, motivate and develop others
· Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
· Proactive approach to problem solving in difficult and isolated locations
· Excellent communication and team-working skills, with the ability to build good relations, both internally and externally
· Excellent planning, co-ordination and prioritization skills
· Outgoing personality with solid interpersonal and diplomatic skills
· Excellent written and spoken English (and desirably arabic)

Salary:
Wages to be defined according to profile + per diem
Duration: 9 months
